Stephan Gordon is a strategist and systems thinker with over a decade of experience driving organizational transformation across public education and child-serving systems. His work spans government affairs, strategic planning, and cross-sector collaboration, grounded in a deep commitment to equity, coherence, and people-centered systems change.

Stephan has served in senior leadership roles for multiple large urban school systems and county offices of education, including as Chief of Special Projects for the Alameda County Office of Education and Senior Advisor to the Superintendent of San Francisco Unified School District. He specializes in designing and operationalizing systemic reforms that align governance, policy, and programmatic implementation across complex bureaucracies and political environments.

At the core of Stephan’s approach is a belief in systems redesign as a pathway to impact. He supports executive leaders to clarify priorities, realign internal structures, and navigate politically sensitive environments with integrity and vision. His expertise includes governance strategy, interagency partnership development, board and governance advisory, and strategic communications for executive offices.

Most recently, Stephan facilitated redesign of the Superintendent’s Cabinet at ACOE, advised on Oakland Unified School District’s transition out of state receivership, and supported Alameda countywide coordination efforts around California’s Children and Youth Behavioral Health Initiative (CYBHI). His systems-change leadership bridges the frequent gaps between policy ambition and on-the-ground implementation.

Stephan holds a BA in Psychology and Music from Colorado College.
