Lisa Ellis, LCSW, is a licensed clinical social worker with more than 30 years of experience in mental health and human services. She has worked extensively across private nonprofit and government agencies, serving children and families while helping organizations translate policy into effective and sustainable program design and implementation.
Lisa has held senior leadership roles guiding agencies through complex system changes, including the implementation of Wraparound services, continuity of care models, and the transition from traditional residential treatment to the Short-Term Residential Therapeutic Program (STRTP) model. She was responsible for the start-up of the Intensive Treatment Foster Care program at Seneca Center and served as its director for four years, overseeing its rapid expansion. She’s a talented systems engineer, having worked across the public-private bridge on key initiatives.
Lisa served San Francisco City and County Human Services as the Program Coordinator for the California Residentially Based Services (RBS) pilot. She collaborated with public and private agencies statewide to implement the model, coordinated evaluation efforts, designed and delivered training, conducted site reviews, and provided both clinical oversight and fiscal monitoring.
Lisa is known for her collaborative, pragmatic and community-centered approach grounded in real-world implementation. She brings the ability to move initiatives from concept through design and successful execution.
