Amanda Sharp

Amanda Sharp is a nationally respected human services leader, strategist, and executive advisor with deep expertise in public sector innovation, cross-system collaboration, and community-based solutions. With over two decades of experience spanning local government, nonprofits, and consulting, Amanda brings a unique blend of operational leadership and entrepreneurial insight to the IHSG team. She has served as Director of Health and Human Services or Social Services in three California counties, managing complex departments with up to 1,200 staff and budgets exceeding $380 million.
Amanda is a strategic thought partner, widely known for designing and scaling award-winning programs in workforce development, housing and homelessness services, protective services, and human-centered systems reform. Her leadership helped launch initiatives recognized by the California State Association of Counties (CSAC) and National Association of Counties (NACo). A founding contributor to the development of CalOAR and an early leader in the CalSAWS migration, Amanda has helped shape the future of human services in California and beyond.
She brings decades of experience in curriculum development, workforce development strategy, and grant writing, with a particular focus on building the capacity of government and nonprofit teams. Amanda has led the creation of training programs for supervisors and frontline staff, supported regional and agency-level workforce initiatives, and secured public and philanthropic funding to support innovation and system change. She is also a skilled strategic planning facilitator, with a strong record of leading multi-sector planning efforts and completing federally and state-required assessments and reports.
As an innovator and consultant, Amanda partners with public agencies, nonprofits, and collaboratives to provide executive coaching, strategic planning, compliance guidance, and systems transformation support. She is a former adjunct faculty member and longtime trainer who is passionate about helping teams build leadership pipelines and deliver high-impact services to communities.
Amanda’s governance and advisory experience is equally extensive, having served on the Executive Board of the County Welfare Directors Association of California, Juvenile Justice Commissions, First Five, and United Way. She maintains strong relationships across government, philanthropy, and education, and continues to support agencies in building sustainable, equitable systems of care.
